I would do it about now, although camp is such a traditional thing, it doesn't necessarily have to be dated.

Some events that could happen
There should be pranks, a camp romance, inevitably someone falling in a lake, and something scandalous that gets a bad kid sent home.

A town and city name (made up or real)
I owuld chose an area that YOU are familiar with, so that you can use local dialect, talk about local places, you know. It is more important to sound real than to be about a cool place. However, I would recommend Walla Walla, Washington. I teach 2nd grade, and my students love for me to talk about walla walla washington.

An age group for the kids attending
I would say ages 8-15 are most likely to be going to an 8 week camp, pick an age group within that which you are comfortable writing about.

A name for the camp
Camp Wallaby (only if it is in Walla Walla, of course.)

A couple of kids backgrounds/personalities
A kid whose parents just recently separated and is dealing with the change and puts on the happy/normal face. One who lives with grandparents and is a lot of trouble. One whose parents are very "hippie," and is a free spirit. One who has been very sheltered and comes from the perfect family, but has a lot of allergies, asthma, etc.

Some disabilities/diseases that arent very easy to see from the outside: Arthritis (I know of an arthritis camp in Arkansas). Asthma, Diabetes, Deaf.
